These are the taxpayer subsidies that we know about that have been given to the Toronto Port Authority and Bombardier, the maker of the Q400. There could be more subsidies. This information comes from newspapers and the City of Toronto.

The Toronto Port Authority has cost taxpayers at least $110 million since it was formed in 1999.
$48 million settlement with the city in 2002 for the land transfer
$27 million in airport operational losses of the TPA covered by the city
$35 million federal government settlement for not building the bridge
$110 million

In addition, the port authority must make “Payments in Lieu of Taxes” (PILT) for the land that it holds. The city claims the TPA currently owes $52 million for PILT. The amount is under appeal by the TPA.
The 1944 Chicago Convention on Aircraft Fuel gave a tax exemption on all aircraft fuel on international flights. This exemption has given billions of dollars of tax exemptions to airlines around the world.  Porter will not pay fuel tax on its flights to the United States.

Since 1982, Bombardier and its subsidiaries have received $36 million in grants and $736 million in repayable contributions, for a total of $772 million from the government of Canada. These amounts do not include billions of dollars in financing provided through Export Development Canada (EDC). Federal law does not permit citizens to know the extent of Ottawa’s support of big business through this crown corporation, but according to the EDC, as of Dec. 31, 2003, there were $6.5-billion in outstanding loans to the Canadian aerospace industry. The largest Canadian aerospace company is Bombardier. EDC has said it provides, “significant support for Bombardier.”

A total of $911,000 in fees was paid by the Toronto Port Authority to its directors for attending meetings from 1999, when the port authority was created to the end of 2005. Of the seven directors who were on the board during this period, six had strong links to the federal Liberal Party, who appointed them.
